Hi,
I use scottrade for trading. They offer level II trading for free if you have 25k in your account and you must do atleast 10 trades per month. Otherwise they will charge you $10 per month. For active traders this will be good.
I use TD Ameritrade and their LEVEL 2 Quotes are excellent.

I get level ii through scottrade. It works well for me. You can check it out on their website. good luck.

I'm using this (level2stockquotes.com) and it's perfect or let say enough for me...
I use tdameritrade with the quote tracker front end. It's free if you have more than 2k in your account. I think it's really good. The charts are outstanding with more parameters than most services offer. I've also used Alpha Trade, a stand alone level 2 service that is reasonably priced. In fact I think it is the cheapest stand alone service offered. It too is very good for a Java platform.
Level 2, Time and Sales and Most Active are very good but I've found the charting clunky. It's missing a lot of parameters and it takes to long to build a chart.
